Emperor of Japan (781-806).

To curb the power of the Buddhist temples located in Nara, he moved the capital from Heijo-kyo (Nara) to Nagaoka in 784 and then to the city of Heian-kyo in 794. The establishment of the capital in Heian-kyo marked the start of the Heian period.
